"Right thing" is a matter of perspective really.
Many have done the "right thing" but have ended up causing more harm than good. Many have done the "wrong thing" but have made progress towards good things. The "right thing" is only right if you get the majority people to also agree with you. If your culture is surrounded and mired in one way another way wont "just happen" because it's the "right" thing to do.
Plus the "right thing" can be said all the time, but a lack of action or counter-action can also just make the "right thing" appear as just another protest held by a few.
Personally I'd prefer you have your colleges set out where you have a similar system o the UK, where it's affordable
and is payed back once you've set yourself up a stable platform to earn money.
I mean you can keep the big "important" ones to do the very specialized stuff and those who are going for those fields can get them if they need to, but you'd need to basically make those courses very refined at those universities/colleges. It's basically turn the highest universities into the schools necessary for the continuation of "the best of the best" and something to actually aspire to in that field. Other Unis could do the good courses too, but a degree from one of the bigger Uni's would mean extra and would make those schools actually prestigious again.
Plus a lot more people would find that if college was more available AND it was coupled with a "not everyone needs to have a top degree to get a decent job" mentality then those going to Uni would be the ones who actually
need to for their careers, where the rest can learn what they'd need for a decent job without the massive weight of debt and stress on their heads.
Heck, some might start in a normal level college and find they can complete it, get a decent job and then go to one of the prestigious Uni's later on down the line without putting themselves in too much debt.

There is a difference between "take care of the people immediately around them" and "better for all of us".
You can't only care for a small group whilst also wanting things to be better for a much larger set of people, even if you think smaller communities would solve the problem.
The problem being some people just
don't care.

Well to be fair I'd rather not be the one being shot at because forced conscription was still a thing...so everyone paying a little so I am not the one sent away to be shot at, I'm fine with that.
