Prediction: Vegeta will prove he's stronger than Goku--barring his new Ultra Instinct form-- by actually hurting Jiren, but will still get swatted effortlessly once Jiren gets serious.

Well during the Goku Black arc Vegeta was stronger than Goku by the end, pummelling that cunt Zamasu (Goku form one) when Goku couldn't.
Then he spent an extra day in the Hyperbolic Time Chamber before thise tournament of Power so in terms of base power he is stronger. I think it's down to Goku has more power-up abilities that push him up higher, such as the Kaioken.
If Vegeta would stop being such a proud twat and learned that he'd easily be the strongest. I mean Vegeta learned SSBlue on his own with no previous interaction with God Ki. That takes strength and talent.
I think Vegeta will learn Ultra Instinct on his own but not in the Tournament.
