Red Skull lost his telepathic powers, and Hydra!Steve took advantage of the situation, killing him so he can rule HYDRA. According to the issue's flashback: HYDRA was a tyrannical organization but they weren't Nazis, but became so during WWII when Red Skull took the organization over through cunning and murder. Hydra!Steve never approved and so he has been biding his time to dethrone Skull. Hydra!Steve wants to take HYDRA back to its roots ("Peace Through Tyranny" as Megatron would say), rather than the ideals Red Skull wanted. So now he assembles his new HYDRA council and plans to take over the world. (Of course!)
