A lot of the things you mention are things overseen by government but not directly controlled by Government, so not really fitting the confines of socialism.
The US Military is a closed system binding employees to contracts, hierarchically ordered and controlled by Officers with no serious input from lower tiers, the system is a meritocratic well established chain of command. Its means of production aren't even self controlled, all their equipment is obtained from private industry. Also all benefits afforded to servicemen aren't done solely on their being a part of that 'society' but for services rendered.
As to snowplows, the overwhelming majority of those services are overseen by the government but are not controlled by the government and thus don't constitute socialism. Most of them are actually private contractors, similar to the horticulturalists that work for local government and maintain parks etc.
Roads don't really produce anything technically speaking, they enable commerce and commercial interests but they don't produce them in and of themselves so they aren't socialist.
