Yeah but the service to move them isn't.
You can have all the free Pokemon you'd like, but without Pokemon Home you're not going to be able to move them from any of your accounts.
And without the Expansion pack you can't catch the ones they added back in yourself. Even if you're trading with others that still means someone else had to buy either an Expansion pack or Pokemon Home.

Either way someone has to pay to get the service that used to be free for everyone.
